Description:
Legacy (non-active) Medical Facilities will generate an error message: cannot register providers with Direct, due to not seeing installation.
Solution:
Clinic must activate all loaded medical facilities, then proceed with facility DM registration. Once complete, they can remove active status from legacy medical facilities.
